上海对外经贸大学优秀科研成果奖励办法

(2016年12月8日校学术委员会审议通过)

为提高我校科研成果的质量和档次，鼓励多出创新性科研精品，推动学科建设和科研事业持续、稳定、健康地发展，扩大我校学术影响力，巩固和提升我校核心竞争力，特制定本办法。

第一条 奖励对象

本办法的实施对象为我校教研人员完成的优秀科研成果。 第二条 成果要求

各类优秀科研成果须以我校为第一署名单位，国际期刊以第一作者或通讯作者为准。如有关单位有明确规定，一律不予署名作者单位的，则须开具有关证明。

第三条 奖励标准 一、论文类成果

（2）国际期刊论文以作者姓氏字母顺序排列则所有作者视为第一

作者，如果有两名以上我校教师的则平分奖励。

（3）国内论文类成果只对第一作者进行奖励（通讯作者视同第一作者），有合作者的，奖金由第一作者进行分配。

（4）国内学术期刊论文应在5000字以上，短论及会议综述除外。《人民日报》、《光明日报》、《经济日报》、《日报》和《文汇报》等报纸理论版发表论文或专稿均须在2000字以上。 （5）同篇论文多次被收录或引用的，按其中最高奖励级别进行奖励。

（6）学校以发放一次性奖金的方式对论文类成果给予奖励。

二、项目类成果

（1）上述项目均指以我校为立项单位的项目。

（2）国家级项目为：国家自然科学基金规划项目，国家哲学社会科学基金规划项目，国家社科基金单列学科规划项目。国家社科重大项目子课题认定为国家级一般项目但不予配套。

（3）省部级项目为：教育部自然科学、人文社会科学类研究项目、高校古籍整理研究项目，及国家其他部委自然科学类、社会科学

类公开招标研究项目，上海市自然科学类、哲学社会科学规划研究项目，上海、市府决策咨询研究项目，上海市教育科学规划项目。省部级重大项目子课题认定为省部级一般项目但不予配套。

（4）除上述项目外，非公开招标的其他自然科学类、社会科学类省部级项目按国家有关部委相关文件认定，但不再予以奖励配套。

（5）配套奖励按同一项目名称另列研究项目编号，按照校内涵建设学科科研项目管理办法进行管理，配套奖励按照立项和结项分别给予配套金额的40%、60%拨付。 三、获奖类成果

套奖励。

（3）同一科研成果多次获奖的，按其中最高奖励级别进行配套奖励。 （4）获奖成果设特等奖的，给予相应一等奖奖励金额1倍的配套奖

励。

（5）学校以发放一次性奖金的方式对获奖科研成果给予奖励。

第四条 成果申报

申报人以当年发表的学术论文和决策咨询报告、批准的科研项目和获奖成果于翌年1月31日前向校科研处提出申请。申报人应填写《上海对外经贸大学优秀科研成果奖励申请表》并附相关证明材料交校科研处初审。

第五条 成果审议

校科研处应在翌年2月向校学术委员会提交经初审的前一年优秀科研成果的奖励建议目录和名单。该建议目录和名单经校学术委员会审议通过后，报校分管科研副校长批准。

第六条 经费发放

学校分管科研副校长根据校学术委员会审议通过的拟奖励目录和名单，对奖励标准和金额进行复核。经公示7个工作日无异议后，批转科研处和财务处在校级预算中列支并发放。

第七条 行政管理

学校分管科研副校长负责本办法实施的行政管理工作。 校科研处负责本办法实施的日常行政管理工作。 校财务处负责本办法实施的日常财务管理工作。 第 违规处罚

我校教研人员应严格遵守有关知识产权保护的法律法规和学术道德规范，如有违规行为，经校学术委员会审议并提出处理意见报校长办公会议批准后，取消奖励资格，已发放的奖金予以收回。

第九条 异议处理

如遇学术上难以界定和判断之事宜，由申报人提出申请、由科研处提交校学术委员会或请相关学科专家审定。

第十条 其他规定

凡已获得学校各类资助的优秀科研成果须在各类奖励中扣除相应奖金。

第十一条 附则

本办法自颁布之日起施行。凡学校原规定与本办法规定不符的，一律以本办法的规定为准。

第十二条 解释

本办法由校科研处负责解释。

上海对外经贸大学优秀学术期刊目录

一、外文期刊说明

经管类国际期刊级别参照《上海对外经贸大学经管类学科优秀国际期刊目录》认定；其他学科SSCI、A&HCI期刊级别由学术委员会专家组认定。

《科学引文索引》（SCI）参照中国科学院文献情报中心根据SCI期刊的影响影子、被引次数等数据对SCI期刊目录划分为五个区，其中第四和第五区检索论文不再予以奖励。

EI期刊不再分区，EI会议论文不予奖励。

上述国际期刊论文以中国科技信息所（上海地区为上海图书馆）等有关机构提供的年度检索报告为依据，由作者所在单位统一提交论文原件（或期刊封面及全文复印件）以及检索证明。

二、中文期刊说明

社会科学类期刊以南京大学社会科学评价中心公布的中文社会科学索引（简称CSSCI）来源期刊为基本依据。自然科学类期刊以中国科学院文献情报中心与中国学术期刊电子杂志社联合开发的中国科学引文数据库（简称CSCD）为基本依据。特殊情况可通过科研处向校学术委员会提出申请。

1、A类期刊

维持我校原有优秀中文学术期刊目录中的A类期刊不变。

2、B类期刊

维持我校原有优秀中文学术期刊目录中的B类期刊总量基本不变，将原先B类期刊分类为B1和B2两种，B1期刊参照南京大学社会科学评价中心公布的中文社会科学索引（简称CSSCI）来源期刊的影响因子及我校学科发展需要认定。

3、C类期刊

维持我校原有优秀中文学术期刊目录中的C类期刊不变。即除上述A类和B类期刊之外的其它CSSCI期刊。中国人民大学、华中科技大学、武汉大学、厦门大学、北京航空航天大学、北京理工大学、北京师范大学、南开大学、天津大学、大连理工大学、东北大学、吉林大学、同济大学、东南大学、山东大学、中国海洋大学、湖南大学、电子科技大学、重庆大学、华南理工大学、中山大学、西北工业大学、兰州大学、四川大学、中南大学、中国农业大学、西北农林科技大学、华东师范大学、国防科学技术大学、民族大学等30所高校学报自然科学版。

在《经济日报》、《日报》和《文汇报》等报纸理论版发表论文或评论2000字以上者，均等同于一篇C类期刊论文。增加《WTO经济导刊》为C类期刊。
